Not seeing (dot) htaccess may result from you not creating the file or uploading it in public_html directory, you should create the file and upload it appropriately to be able to see it. Secondly, it is likely that your FTP client is not configured to show hidden files (dot files), you should configure it to display these files, you can do that from file manager in your cPanel account, then click on settings at the top right corner, check the 'show hidden files (dot files)' box and save.
